Microsoft and the Qtel Group have announced a new partnership to promote mobile e-learning across Middle East.

The partnership will aim to support projects for mobile phone-based learning, using Windows phones and the Windows Live platform. Projects will target schools, universities and technical colleges, and will look at raising communications, collaboration, and access to online services and content.

The project will also aim to create a student developer community, to build more mobile apps.
